Prime Minister Imran Khan





The much awaited elections in Pakistan are over and the results, albeit controversial, have been declared.

Imran Khan is the people’s choice and is busy cobbling together independent candidates to get to the magical number after which he can be sworn in. Whether the election was “managed” by the army or not is no longer an issue. Imran Khan is now the leader of one of the most dangerous nations on Earth. His opening speech seemed to have all the right words for India and yet he chose to continue his nation’s hardline on Kashmir.

There has been widespread criticism of these elections from political spokespersons and media around the World. He has been criticised as being close to the Taliban. The tell-all book by his former wife Reham Khan trying to rake-up his playboy image, called Imran Khan a “directors actor.” Her book was strategically released just before the election but seemed to have no impact.

India and the rest of the World has to deal with Imran Khan and his backers for the next 5 years. India has cautiously welcomed his win and reiterated their position of making South Asia free of terror and violence. 

The two principal opposition leaders and their parties, Nawaz Sharif (PML-N) and Bilawal Bhutto (PPP) have lost out but have managed to garner sufficient seats to be able to provide a strong and credible opposition if they are able to handle their own sets of issues. Both parties have rejected the election results, though the PML(N) has not questioned their victory on the province of Punjab nor has the PPP questioned their majority in Sindh. Their post-election comments should be seen only as political posturing and covering up of the reasons for their failures.

The Pakistani voter has strongly rejected the religious and anti-India rhetoric of Hafiz Sayeed but he and his organisation have not disappeared. Unless he is reined in by the Pakistani Army, which is not likely, he will continue his sabre rattling and his open training of militants against India. The other self-appointed non-playing captain, General Pervez Musharraf, who openly acknowledged his admiration for hafiz Sayeed was threatening to contest the elections is now simply reduced to providing “expert comments” on television and sabre rattling.

What are the implications of Imran Khan’s win for his “Naya (new) Pakistan”?

1.   After a long time, Pakistan has elected a leader who is not corrupt and who has, demonstrated his resilience in fighting the system since he founded the Tehreek-e-Insaf in April 1996. He has been targeted repeatedly on various fronts but has stood his ground to improve governance and root out corruption. Yet, with 115 seats in the 269 member assembly, he needs the support of 15 additional legislators. It would be interesting to see how much these independent legislators will demand as the price for their support and how this will impact on his governance.

2.     He has the blessings of the Pakistani Army and this must be seen as a positive development. The Army has always been either directly in control or been in an antagonistic relationship with the political party. Now that they are, supporting Imran Khan, couched in the cloak of a democratic win, India and the rest of the World has an opportunity to deal directly with the powers behind the throne and not someone who cannot get decisions implemented.

3.   The Pakistani voter is getting restless and is tired of all the religious propaganda. They have been waiting patiently for prosperity promised over the past seven decades since independence. They see the major development in India and are looking for a leader who can deliver economic development for their country as well. Imran Khan has an opportunity to deliver for his backward nation.

4.  The Pakistani economy is bordering on the brink of bankruptcy. The country is saddled with huge debts and does not have the money. The Pakistani Rupee is at its weakest, making the external debt even larger. In June 2018, Pakistan was put back on the terror financing watch list by the Financial Action Task Force (FATF). Imran Khan will need some deft maneuvering to find the money and start work on rebuilding the economy. Unless the economy bounces back and starts creating jobs and wealth, nothing significant can be expected from any politician.

5.     Perceptions about Pakistan in the World are probably at an all-time low. Pakistan has not had a foreign minister for several years. Nawaz Sharif chose to handle this portfolio directly and did a lousy job. Serious confidence building measures are needed to bring some semblance of respectability to the green passport. Continuing its support of terrorists and claiming that Pakistan itself is a victim is no longer acceptable in the corridors of power around the World. Saudi Arabia, towards whom Pakistan always looks up to, has undergone a significant change under the leadership of Crown Prince Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum. If they can change, so can Pakistan.

6.   China, Pakistan’s all weather ally has its own agenda in supporting the China Pakistan Economic Corridor (CPEC) since Chinese exports will get access to the Middle East and Europe without circumventing the time consuming sea journey around Asia. On the other hand, China is also troubled with militancy in its Uighur province which it blames on support for Pakistan. No nation can be completely dependent on another. Pakistan needs to start building strong relationships with India, USA and Russia. Imran Khan recognises this and has mentioned “you take one step and we will take two steps.”

7.     The opposition parties PML(N) and PPP can demonstrate their commitment to their nation by providing checks and balances of a responsible opposition in Parliament and not disrupt the business simply because they must. Between them, they have substantial numbers. Bilawal Bhutto and Maryam Nawaz Sharif are young and have a long time ahead of them in politics. Sitting in opposition can be a great learning experience.

India and the World needs to give Imran Khan a chance to deliver a different model of governance without letting down their guard. A peaceful Pakistan will help in the growth and development of the entire region and the stakes in this success is the highest for Pakistan.

Imran Khan needs to change the narrative in his country. He needs to carry several contradictory views within his nation with the simple promise of development and good governance. For him, the days of adulation are over and the time for brick bats and blame games has arrived.

The common Pakistani citizen is tired and fed-up of the politicians who have repeatedly demonstrated their greed for money and unlimited power and done nothing for the common Pakistani. Imran Khan needs to start communicating directly with the people, much like President Trump and Prime Minister Modi so that his message reaches directly and is not lost in interpretation.

He has no other options.

Besides, this maybe his only chance!

Private Sector Babus in Government



The Modi Government has taken another far reaching step in opening up 10 positions of joint secretaries to competent and well qualified individuals from the private and public sector.

Private sector individuals are brought in to top Government jobs in several countries with excellent results. There is no reason why this should not be done in India as well.

The posts advertised are in the areas of financial services, agriculture, economic affairs, revenue, commerce, civil aviation, shipping, climate change and road transport and highway. These positions have so far, been the preserve of individuals who have joined the service through the Union Public Service Commission through competitive examinations.

This move will undoubtedly, result in a serious pushback from the powerful IAS lobby. The message to the IAS should be that these are complementary skills being brought in to supplement the already overburdened bureaucracy. They have largely delivered a reasonably credible work environment and have provided checks and balances in a large country like India.

But the IAS has also had its fair share of challenges, given their need for political patronage to move ahead in their careers.

Senior lawyers have been brought is Attorney Generals at the Central and State levels and politically connected individuals are brought in as diplomats for sensitive countries. While specialised recruitment in the Government exists in the areas of taxation, customs, posts and telegraphs and banking, most other areas are deemed to be the preserve of the IAS officers.

It is assumed that no job is complex or challenging for an IAS officer.

They believe that once they have qualified as an IAS officer, they can move seamlessly from preparing the financial budgets of a state to building roads to developing a credible health plan to managing airports and running airlines. And if they are liked by the political party in power, it does not matter what their prior experience maybe. They can pick any role they want!

The “bureaucracy,” which according to some have kept the wheels of Government functioning despite the political uncertainties, has also been responsible for the ridiculous delays is decision making and for holding back progressive Governments because it does not suit their interests.

The famous British television serial “Yes Minister” and its sequel “Yes Prime Minister” where the politician is merely a puppet in the hands of the mighty bureaucrat exemplifies the dangers of an over powerful bureaucracy!

Let us examine the positives of such a step for our country:

1.     Highly qualified professionals in specialised areas will bring in the much needed skills to sensitive and specialized ministries without relying on the generalist “know all” IAS bureaucrats. The induction of such individuals will also open up many more related skills for the Government from the private sector.

2.     These individuals will bring in fresh thinking and will not carry any baggage from their past roles or from the political masters they have served.

3.     Private sector individuals will be financially more secure and therefore, hopefully, much less prone to corruption and political influence.

4.     Since these individuals will have a fixed three year term, the Government of the day will be able to hold them accountable to deliver on what is expected from them. If they do not perform, their contracts can be terminated and they can be replaced with fresh thinking as opposed to the IAS officer who cannot be fired easily.

5.     The private sector will get a closer look at the functioning of the bureaucracy and this will go a long way in bridging the gaps in understanding of these very different careers.

6.     The shortfall in the numbers of the IAS service can be supplemented through this process.

The Government must ensure that only the most competent are selected into these roles because only strong individuals will be able to stand up to the hundreds of bureaucrats who will surround them once they start work. The vetting process must be done meticulously. Only the best and the brightest must be brought in. Support must be given by the political masters to ensure that this experiment does not fail because no political party will be able to push this through again if this does not work.

Retired Government officials have found lucrative jobs in the private sector and some of delivered excellent results. The reverse opportunity has now been made available.

Only 10 positions have been opened up and if this works, more spots can be made available. It should not become the subject of endless debates in Parliament and a rallying cry for the disjointed opposition.

The challenges faced by the first few batches of such lateral recruits will be significant. Individuals who put their hand up for this service will be stepping onto an unfamiliar turf at significantly lower salaries. Their superiors, peers and subordinates from the IAS and related services will do everything in their power to ensure that they fail. Therefore, in order to make this succeed, they must get the support of the Government.

This cross pollination will help the country in bringing about the much needed mix of different skill sets in different roles.

This is a welcome step and must be supported.

मोदी सरकार के 4 साल, 7.7% विकास, उप-चुनावों में हार



राजनीति में यह कड़े विरोधाभासों से भरा दिलचस्प सप्ताह रहा।
                                        
सभी उदार अर्थशास्त्री और विपक्षी नेताओं के लिए हैरत की बात है जो विमुद्रीकरण और जीएसटी के कार्यान्वयन को घोर प्रलय करार दे रहे थे, जबकि अर्थव्यवस्था ने 7.7% के प्रभावशाली विकास आँकड़ों के साथ वापसी की। यह विकास दर केवल इसकी अग्र-दूत की तरह है कि आने वाले वर्षों में हमें आर्थिक विकास से क्या अपेक्षा है।

यह वह सप्ताह भी था जब मोदी सरकार ने घटनाओं से भरे और सफल 4 वर्षों को पूरा किया था। भले ही ‘कुछ भी नहीं हो रहा’, ऐसा कहने वालों और ‘प्रलय आ गया’ की भविष्यवाणी करने वालों की नज़र में भारत में कुछ भी अच्छा नहीं हुआ और राहुल गाँधी ने बिना एक भी बार यह सोचे कि अपने पक्ष के नेता के रूप में उन्होंने कैसा प्रदर्शन किया हर बात पर ‘असफल’ का निशान लगा दिया।

आखिरकार, बहुप्रतीक्षित उप-चुनाव जो आम चुनावों में होने वाली संभावनाओं के संकेत माने जाते हैं, उनसे वे रास्ते निकलकर नहीं आएँ जिनकी सत्तारूढ़ दल ने उम्मीद की थी। भाजपा को हराने के प्राथमिक उद्देश्य से विरोधी पक्षों का पंचमेल समूह चुनाव मंच पर एक साथ आकर जीत हासिल करने में सफल रहा और उम्मीद है इससे शक्तिशाली भाजपा को शांति से बैठकर मनन करने में मदद मिलेगी।

चुनावों से एक दिन पहले ईंधन की कीमतों में  आई एक पैसे की कमी को सभी मीडिया चैनलों द्वारा गलत तरीके से दिखाया गया। हम सभी जानते हैं कि मतदान से एक रात पहले 20% से अधिक मतदाताओं को आह्वान होता है और इस 1 पैसे की कमी को लेकर हास्यास्पद वाग्मिता का परिचय देते हुए सबसे प्रतिबद्ध भाजपा मतदाता के दिल-दिमाग और शायद बटुओं पर घर बैठे मानो हमला किया जाता है। हैरानी तो इस बात को लेकर होती है कि पेट्रोलियम मंत्रालय ने ऐसा होने की अनुमति ही क्यों दी? क्या किसी ने भाजपा के विरोध में कोई छाप छोड़ने के लिए ऐसा किया था? यदि हाँ, तो वह सफल हुआ।

जबकि सकारात्मक बात तो यह है कि, व्यवसाय अच्छी तरह से चल रहे हैं, ग्रामीण आय में वृद्धि हुई है, कारखानों में अधिक उत्पादन हो रहा है, भ्रष्टाचार कम हुआ है, अच्छे मानसून के संकेत मिल रहे हैं, नौकरियों का सृजन हो रहा है, जीएसटी की सफलता के साथ और भी बहुत कुछ देखा जा सकता है। भारत ने विदेशी मुद्रा भंडार का रिकॉर्ड बनाया है और देश का कद ऊँचा उठा है और विश्व नेता के रूप में वह खड़ा है।

मोदी सरकार की उपलब्धियों के बारे में बहुत कुछ लिखा गया है और आने वाले वर्षों में लिखा जाता रहेगा, मुझे, जो सभी के लिए पहले से देखने, पढ़ने और अनुभव करने के लिए खुले तौर पर मौजूद है, उसे पुन: व्यवस्थित करना है। ये बिना मतलब की उपलब्धियाँ हैं।

तो भाजपा और उसके कार्यकर्ताओं को इन घटनाओं से कौन-से सबक लेने की जरूरत हैं?
  
1.     भाजपा की बहुत प्रभावी संचार मशीन अब क्लांत हो रही है और प्रवक्ताओं ने 4 साल पहले जिन आख्यानों को शुरू किया था, वे अब विश्वासप्रद नहीं रहे हैं, मुख्य रूप से इसलिए क्योंकि उनके संदेशों में बदलाव नहीं हुआ है। इसे बदलना ही होगा और ताजा संदेशों के साथ ताजा चेहरों को आगे लाना होगा। मंत्रियों को छोटे पर्दे की बहसों में वापस शामिल होने की ज़रूरत है, उनके निर्विकार रहने से काम नहीं चलेगा।

ईंधन की कीमतों, किसानों के सड़कों पर दूध और सब्जियाँ फेंकने, कश्मीर के मुद्दों आदि जैसे संवेदनशील विषयों पर तेजी से प्रतिक्रिया देने के बजाय, भाजपा प्रवक्ता बस इन कार्यों को तर्कसंगत बनाने और औचित्य सिद्ध करने की कोशिश कर रहे हैं जिससे वे खुद ही विपक्षी नेताओं को अनावश्यक हंगामा खड़ा करने के लिए गोला-बारूद का जखीरा दे रहे हैं।

प्रतिक्रियाएँ तत्काल और सक्रिय होना चाहिए। न कि समाचार पत्रों द्वारा किसी बात को उठाए जाने और उस पर बहुत शोर हो जाने के बाद।  

2.     साफ़ है कि प्रधान मंत्री बनने के आकांक्षी कम से कम पाँच उम्मीदवारों के नेतृत्व में विरोधी दल आधे सच और झूठ के आधार पर टिकी कहानियों में फेर-फार करते हुए लगातार और काफी निष्ठुरता से हमले बोल रहे हैं। भाजपा प्रवक्ताओं के अनजानेपन को पकड़ा गया है। उन्हें "उस समय भी यही हुआ" की बात करते रहने के बजाय सक्रिय प्रतिक्रिया देने की आवश्यकता है।

यूपीए के मठाधीश पूर्व मंत्रियों ने इस बात को प्रमाणित किया कि ईंधन की कीमतों में 25 रुपये प्रति लीटर की कमी की संभावना है, लेकिन वे इस पर अजीब तरीके से चुप रहते हैं कि जब वे सत्ता में थे उन्होंने इस शक्ति का प्रयोग क्यों नहीं किया?

3.     भगवान राम के समय मौजूद सभी प्रौद्योगिकियों को लेकर कुछ भाजपा मंत्रियों की तीखी और कर्कश आवाज मतदाताओं के एक बहुत बड़े वर्ग को अपने पक्ष में नहीं कर पा रही है। ये लोग चुपचाप अपना मुँह बंद क्यों नहीं रख सकते हैं या प्रेस के लोगों के सामने अपनी संवाद करने की बुद्धि का प्रदर्शन करने की आवश्यकता का उपयोग करना बंद क्यों नहीं कर देते, जो स्पष्ट रूप से उपलब्धियों से दूर करने के लिए "मसाला" कथानक ढूँढने की बाइट्स की तलाश में हैं?

अगर हिंदुत्व को मंच बनाना है, जो मुझे तो नहीं लगता है, तो दल को हर किसी के लिए कुछ करने की कोशिश करने के बजाय स्पष्ट रूप से सामने आने और ऐसा कहने की जरूरत है।

4.     भ्रष्टाचार एक और बड़ा मुद्दा है जिस पर मतदाता ने निर्णायक और निवारक कार्रवाई देखने की उम्मीद की थी। सत्ता में आने के 4 साल बाद विपक्षी दल बड़ी सफलता से अपने पापों को भाजपा के मत्थे मढ़ रहे हैं। गैर-निष्पादित संपत्ति - एनपीए। यूपीए के वर्षों में नीरव मोदी, माल्या और भी बहुत सारे लोग हुए लेकिन भाजपा अपनी स्थिति समझा रही है।

भाजपा को त्वरित कार्रवाई शुरू करने की जरूरत है जो दिखाई दे और साथ ही साथ यह सुनिश्चित करना होगा कि विपक्षी नेताओं के पास राजनीतिक प्रतिशोध को लेकर शोर मचाने के कोई आसार न रहे। मलेशिया में, प्रधान मंत्री महातिर मोहम्मद ने पदभार संभालने के कुछ ही दिनों के भीतर अपने पूर्वजों को देश छोड़ने से रोक दिया।

5.     किसान परेशान हैं और दलितों को लगने लगा है कि उन्हें अनदेखा किया जा रहा है। हालाँकि भाजपा ने किसानों और दलितों के लिए अन्य सरकारों की तुलना में काफी कुछ किया है, भाजपा से होने वाले संवाद को बदलना होगा और इन निर्वाचन क्षेत्रों तक स्पष्ट और संक्षेप संदेश पहुँचाना चाहिए।

कोई मतदाता इन विरोधी पक्षों को शायद ही स्वीकार कर सकता है, जैसे पश्चिम बंगाल में टीएमसी और सीपीआईएम, उत्तर प्रदेश में सपा और बसपा, तमिलनाडु में एआईडीएमके और डीएमके, दिल्ली में आप और काँग्रेस, कर्नाटक में जेडीएस और काँग्रेस किसी भी मंच पर कभी भी एक साथ आ सकते हैं। फिर उत्तर प्रदेश में आरएलडी जैसे अल्पसंख्यक पक्ष हैं जो पूर्ण लाभ ले रहे हैं। इन पक्षों के हमेशा अलग-अलग मंच होते हैं और वे हमेशा एक दूसरे का विरोध करते रहते हैं।

मुझे नहीं लगता कि कोई भी नेकनीयत और सही सोच का मतदाता आज महागठबंधन से एक नेता पेश करने की उम्मीद कर सकता है। कोई भी अकेला व्यक्ति अन्य राजनीतिक दलों को स्वीकार्य नहीं होगा और इसे वे जानते हैं। क्या वे किसी आम मंच पर लड़ेंगे? उनके चुनाव घोषणापत्र कैसे होंगे? अर्थव्यवस्था या शासन या वित्तीय मामलों के साथ कुछ भी करने पर वे कैसे सहमत हो सकते हैं जबकि वे किसी भी चीज़ पर सहमत नहीं होते हैं? यदि वे किसी तरह बहुमत के साथ अगले वर्ष किसी तरह परिमार्जन करने का प्रबंधन कर लेते हैं, तो अराजकता या विघटनकारी स्थितियाँ चरम पर होंगी।

लेकिन "भाजपा विरोधी" पार्टियों का राष्ट्रव्यापी गठबंधन तब एक विश्वसनीय विकल्प बन जाता है जब एकल सबसे बड़ी सत्तारूढ़ पार्टी से जो अपेक्षा की जाती है, उस पर ध्यान नहीं देती। स्वच्छता के प्रति मानसिकता बदलने के लिए कड़ी मशक्कत की ज़रूरत है और भ्रष्टाचार मुक्त समाज की ओर बढ़ने के लिए लगातार काम करने की ज़रूरत है यदि यह हमारे डीएनए में बैठ गया है। हम विवादित नेताओं के भ्रष्ट समूह की ओर वापस पीछे नहीं जा सकते हैं। 

अगले चुनावों के लिए उलटी गिनती शुरू हो गई है। विपक्षी दलों ने भी साथ मिलकर सोशल मीडिया पर अपना काम शुरू कर दिया है और भाजपा के सोशल मीडिया गुरुओं की तुलना में तेजी से हमला कर रहे हैं और प्रतिक्रिया दे रहे हैं।
                                                               
 वे ऐसा कर रहे हैं जैसे अगर उनकी निष्क्रियता के कारण भाजपा इन चुनावों में हारी तो यह उनके लिए शर्म की बात होगी। देश को स्थिरता की ज़रूरत है और प्रधान मंत्री मोदी के पास बहुत महत्वपूर्ण और ठोस संरचनात्मक परिवर्तन करने का साहस है, जो आने वाले सालों में बहुत समृद्ध लाभांश का भुगतान करेगा।

श्री मोदी कम से कम एक और कार्यकाल प्राप्त करने के हकदार हैं क्योंकि अब तक सुधारों के माध्यम से बहुत कम परिवर्तन देखा गया है, ताकि अगले दो दशकों तक भारत को अपरिवर्तनीय रूप से उच्च विकास के मार्ग पर रखा जा सके। केवल निरंतर सुधार ही भारत के लोगों के जीवन मानकों के विकास में मदद कर सकते हैं। अगर मोदी को सत्ता में वापस नहीं भेजा जाता है, तो भारत हार जाएगा।
                                
जो लोग सिंगापुर गए हैं, वे हमेशा कहते हैं कि भारत को ली कुआन यू की जरूरत है।
                                                         
प्रधान मंत्री नरेंद्र मोदी में, हमें वह मजबूत, ईमानदार और मेहनती नेता मिला है जो कठिन निर्णय लेने से नहीं हिचकता और जिसने दुनिया में भारत को उसका सही स्थान दिलवाया है।
