पुलवामा, पाकिस्तान और जैश-ए-मोहम्मद

       

               

वेलेंटाइन डे अपने साथ जैश-ए-मोहम्मद के आत्मघाती हमलावर द्वारा किए गए नृशंस हमले की भयावह खबर लेकर आया। हमलावर ने वीडियो भी रिकॉर्ड किया, जिसमें उसने बड़े गर्व से घोषणा की कि दुनिया जब तक उसका वीडियो देख नहीं लेती, तब तक वह उसके वादा किए हुए प्रतिश्रुत देश में होगा!

पुलवामा हमले की धृष्टता और उसके परिमाण पकड़ आने में मुझे कई दिन लग गए और मैं इस हमले की कड़ी निंदा करता हूँ। सैनिकों की शहादत को कभी भूलाया नहीं जा सकता, उनके अनाथ परिवारों की हर संभव मदद की जानी चाहिए। ज़ाहिरन हर भारतीय की भावनाएँ चरम पर हैं। हमारी सेना पर कोई हमला करें इसे कोई भी नहीं देखना चाहता और इस तरह के कायरतापूर्ण आत्मघाती हमले की सभी ओर से निंदा होना भी उचित है।

पाकिस्तान को इसके निहितार्थ दूरगामी झेलने होंगे और दोनों राष्ट्रों को यथास्थिति में वापस लौटने में बहुत लंबा समय लगेगा, जिनमें वैसे भी अत्यधिक तनावपूर्ण संबंध थे।

इस समय राष्ट्र रक्त की उचित पुकार कर रहा है और प्रधान मंत्री ने आश्वस्त किया है कि पाकिस्तान को इस बला की बड़ी कीमत चुकानी पड़ेगी। अजहर मसूद की धमकियों के साये में होने के बावजूद जिस तरह से इमरान ख़ान ने "उचित प्रतिक्रिया" दी है, उसे समझा जा सकता है, पर ऐसा करते हुए वे पिछले सभी युद्धों में पाकिस्तान की दुर्गति को शायद भूल गए हैं।

ओसामा बिन लादेन से लेकर दाऊद इब्राहिम तक और अजहर मसूद से लेकर हाफिज सईद तक, हर ज्ञात आतंकवादी को पाकिस्तान में संरक्षण प्राप्त है। क्या यह संरक्षण पाकिस्तानी सेना और आईएसआई के अनुमोदन पर हो रहा है, यह घिनौनी बहस का विषय हो सकता है लेकिन तथ्य तो यह है कि ये लोग उस देश में हैं।

आइए हम कुछ दिलचस्प बिंदुओं को देखते हैं:

1. 13 फरवरी 2019 को आत्मघाती हमलावर द्वारा 27 ईरानी क्रांतिकारी रक्षक मारे गए थे। ईरानी सरकार ने पाकिस्तान को उनके कुलीन रक्षकों की हत्या पर कड़ी प्रतिक्रिया के साथ धमकी दी। क्या पाकिस्तान ने यह हमला सऊदी राजकुमार को अपने पक्ष में करने के लिए किया था?

2. अफगानिस्तान लगातार उन हमलों का सामना कर रहा है जो पाकिस्तानी धरती पर पलते हैं और अफगानिस्तान और अशरफ गनी पर किए जाते हैं, अफगानिस्तान के राष्ट्रपति पाकिस्तान को आतंकवादी राज्य कहने में कभी हिचकिचाते नहीं है।

3. बलूचिस्तान पाकिस्तान के लिए बड़ा काँटा है। स्थानीय लोगों द्वारा किए जा रहे तमाम प्रतिरोधों को नष्ट करने और मजबूत अलगाववादी आंदोलन पर अपना नियंत्रण बनाए रखने के लिए पाकिस्तान के पास अत्यधिक बल प्रयोग करने के अलावा अन्य कोई विकल्प नहीं है। पश्चिम पाकिस्तान से अत्यधिक मतभेदों के चलते बांग्लादेश बना था। तब क्या बलूचिस्तान दुनिया का अगला स्वतंत्र देश होगा?

4. बांग्लादेश, नेपाल, भूटान और श्रीलंका ने न डगमगाते हुए भारत में हुए हमले की निंदा की है और पाकिस्तान को इस क्षेत्र से कोई सहानुभूति नहीं मिल रही है। पाकिस्तान ने अपने कर्मों से सार्क की प्रभावशीलता को बेअसर कर दिया है।

5. चीन को छोड़ दें तो दुनिया के हर देश ने आतंकवादी हमलों की कड़ी निंदा की है और पाकिस्तान जल्दबाज़ी में कोई दोस्त नहीं बना पा रहा है।

6. चीन को अपने चीनी-पाकिस्तानी आर्थिक गलियारे के लिए वर्तमान में पाकिस्तान की आवश्यकता है। चीन के लिए सभी रिश्ते अंततः पैसों पर आकर थमते हैं। वह दिन दूर नहीं जब चीन भी समझ जाएगा कि किसी साँप को अपनी आस्तीन के अंदर पालतू बनाकर रखने और उम्मीद करने से कि वह कभी काटेगा नहीं, तो वैसा संभव नहीं हो सकता।

7. राष्ट्रपति ट्रम्प ने बिना किसी संदेह या शर्तों के भारत के साथ एकजुटता व्यक्त की है और पाकिस्तान से कहा है कि वह अपनी धरती पर आतंकवादियों को शरण देना बंद करें।

पाकिस्तान वैश्विक परित्यक्त बन गया है और हर पाकिस्तानी नागरिक अपने राजनीतिक, धार्मिक और सेना के नेताओं के कुकृत्यों के प्रभाव को महसूस कर रहा होगा। पाकिस्तानी नागरिक अपने जीवन को बेहतर बनाने के लिए अपनी सरकार पर दबाव क्यों नहीं डालते? वे धार्मिक और राजनीतिक बयानबाजी क्यों बह जाते हैं?

पाकिस्तान दुष्ट राष्ट्र बन चुका है और विश्व यह बात स्वीकार रहा है। अगर पाकिस्तान अपनी थोड़ी भी साख बनाए रखना चाहता है तो उसे ठोस कदम उठाने की जरूरत है। वह अपनी परमाणु ऊर्जा क्षमता की तलवार को खड़खड़ा सकता है, जैसा कि वह चाहता है लेकिन वह यह भी जानता है कि उसकी इस धमकाने वाली तलवार का कोई उपयोग नहीं होने वाला। 

दशकों तक इस तरह के समर्थन की पेशकश का प्रभाव आम पाकिस्तानी नागरिक द्वारा महसूस किया जाता रहा है। सेना द्वारा देश का धन बहुतायत में हथियार खरीदने में खर्च होता है, संभवतः काफी बड़ी मात्रा में धन का दूसरा हिस्सा जनरलों और राजनेताओं की जेबें भरने में खर्च हो जाता है। औसत पाकिस्तानी को पूरी दुनिया में बिना उसकी किसी गलती के अवमानना झेलनी पड़ती है।

पाकिस्तानी अर्थव्यवस्था दिवालिया होने की कगार पर है। बेलआउट पैकेज के लिए अंतर्राष्ट्रीय मुद्रा कोष (आईएमएफ) के पास जाना कोई विकल्प नहीं है क्योंकि आईएमएफ पाकिस्तान को अपनी अर्थव्यवस्था में मौलिक सुधार करने के लिए कहेगा। इसलिए उनके नेता कटोरा लेकर देश-देश घूम रहे हैं कि कहीं से जम़ानती रिहाई के लिए कुछ राशि मिल जाएँ। चीन, संयुक्त अरब अमीरात और सऊदी अरब ने थोड़ा ऋण दिया है लेकिन बड़ी साफ़ कठोर शर्तों के साथ कि ऋण तो चुकाना ही होगा। पाकिस्तान अब केवल इतना करने की स्थिति में है कि किसी तरह से अपरिहार्य घटने को कुछ महीनों के लिए रोक दें।

सर्वाधिक इष्ट राष्ट्र- मोस्ट फेवर्ड नेशन (एमएमएन-MFN) का दर्जा वापस लेने से पाकिस्तानी निर्यातकों को काफी नुकसान उठाना पड़ेगा। अपने उत्पादों के लिए तैयार बाज़ार खोजना आसान नहीं होगा, यह तब और अधिक कठिन होगा जब अंतर्राष्ट्रीय भावना उनके देश के खिलाफ है। उनके सामने अधिक आर्थिक चुनौतियाँ आने की आशंका जताई जा रही है।

इमरान खान ने जो वादा किया था वह "नया" पाकिस्तान कहाँ है? जिस तरह के काम इमरान खान की सरकार कर रही है उसे देखकर तो यही लगता है कि यह सरकार नई बोतल में पुरानी शराब की तरह है और वह भी ऐसी शराब जो समय के साथ बासी होती जा रही है!

भारत सरकार पर बढ़ते दबाव को देखकर लगता है कि क्या भारत ईरान के साथ अपने उत्कृष्ट संबंधों का उपयोग करेगा और संयुक्त रूप से दोनों देश मिलकर पाकिस्तान द्वारा लगातार हो रहे "योजनाबद्ध" हमलों का बदला लेंगे? क्या भारत सरकार इज़राइल से उनकी सटीक मिसाइल की सहायता देने की माँग करेगी?

प्रधान मंत्री मोदी पुलवामा का बदला बहुत मजबूत जवाब देकर लेंगे। प्रतिक्रिया किस तरह से दी जाएँ इसके चयन के लिए वे समय ले रहे हैं, न कि वे निर्देशित या सार्वजनिक भावना में घी डालकर कोई काम करना चाहते हैं।

Pulwama, Pakistan and Jaish-E-Mohammad

Valentine’s Day brought the horrific news of the dastardly attack by a Jaish-E-Mohammad suicide bomber who, in his recorded video, proudly announced that by the time the World saw his video, he would be in the promised land!

It has taken me several days to come to grips with the audacity and magnitude of the Pulwama attack and I strongly condemn the attack. The martyrdom of the soldiers should never be forgotten, and everything needs to be done for the orphaned families. Understandably, the emotions of every Indian are highly charged. No one likes to see an attack on our forces and such a cowardly suicide attack is rightly condemned by everyone.

The implications this will have on Pakistan will be far reaching and will take a very long time to for the two nations come back to status quo ante, which in any case was a highly strained relationship.

The nation is rightly screaming for blood and the Prime Minister has assured everyone that Pakistan will pay a major price for their misadventure. Understandably, Imran Khan, despite being covered by the menacing shadow of Azhar Mahmood, has made the expected noise about a “fitting response”, forgetting Pakistan’s misadventure in all the previous wars.

From Osama bin Laden to Dawood Ibrahim and from Azhar Mamood to Hafiz Sayed, every known terrorist finds protection in Pakistan. Whether this is done with the express approval of the Pakistani Army and its ISI can be debated ad nauseum but the fact remains that these individuals are in the country.

Let us look at a few interesting points:

1. 27 Iranian Revolutionary Guards were killed by a suicide bomber on 13^th February 2019. The Iranian Government has threatened Pakistan with a strong response for the killing of their elite guards. Did Pakistan carry out this attack to curry favour with the visiting Saudi Prince?

2. Afghanistan is continuously faced with the attacks that are planned on Pakistani soil and executed in Afghanistan and Ashraf Ghani, the Afghan President has never hesitated in calling Pakistan a terrorist state.

3. Baluchistan is a major thorn in the side of Pakistan. Short of destroying all resistance of locals, Pakistan has no other option to retain its control over the strong separatist movement but to use extreme force. Bangladesh was created because of the extreme differences with West Pakistan. Will Baluchistan be the next independent country of the World?

4. Bangladesh, Nepal, Bhutan and Sri Lanka have condemned the attack in India in no uncertain terms and Pakistan is not getting any sympathy in the region. Pakistan, through its actions has neutralised the effectiveness of SAARC.

5. Every country in the World, has strongly condemned the terrorist attacks and Pakistan is not making any friends in a hurry.

6. China currently needs Pakistan for its China Pakistan Economic Corridor. For China, all relationships ultimately boil down to money. It is only a matter of time before China too will realise that you cannot keep a pet snake inside your shirt and hope that it will not bite.

7. President Trump has, in no uncertain terms, expressed solidarity with India and asked Pakistan to stop harbouring terrorists on its soil.

Pakistan has become a global pariah and every Pakistani citizen must be feeling the impact of the misadventures of their political, religious and Army leaders. Why does the Pakistani citizen not put pressure on their Government to improve their lives? Why do they get carried away with religious and political rhetoric?

Pakistan has become a rogue nation and the World has acknowledged this. Pakistan needs to take substantial steps if it wants to gain some semblance of credibility. It can sabre rattle its nuclear power capability all it wants but they know they cannot use this deterrent.

The impact of decades of offering such support is felt by the common Pakistani citizen. The Army spends most of the country’s money on buying arms, a large amount of which probably lines the pockets of the Generals and politicians. The average Pakistani is treated with contempt all over the World for no fault of theirs.

The Pakistani economy is on the verge of bankruptcy. Going to the International Monetary Fund for a bailout package is not an option since IMF will ask Pakistan to make fundamental corrections to their economy. Their leaders are therefore, running from country to country with the proverbial begging bowl, asking for some bail out money. China, UAE and Saudi Arabia have given some loans, but these loans will have some stringent conditions and by its very definition, a loan must be repaid. All that Pakistan has managed to do is to delay the inevitable for a few more months.

Withdrawal of the Most Favoured Nation (MFN) status will hurt Pakistani exporters significantly. Finding ready markets for their products will not be easy, more so when International sentiment is against the country. More economic challenges can be expected.

Where is the “Naya” Pakistan that Imran Khan had promised? All that this action seems to show is the Government of Imran Khan is simply old wine in a new bottle and that too has become rancid with the passage of time!

With increasing pressure on the Government of India, will India use its excellent relations with Iran and jointly take revenge for the attacks “engineered” by Pakistan in the two countries on consecutive days? Will the Government of India seek assistance from Israel to get their accurate missiles? 

Prime Minister Modi will choose a very strong response to avenge Pulwama. He will do this at a time of his choosing rather than be guided or pushed by public sentiment.

राहुल गाँधी - झूठे या केवल भ्रम?

काँग्रेस पार्टी के अध्यक्ष नामित होने के बाद लगता है कि राहुल गाँधी को अचानक अपनी आवाज़ मिल गई है, जो तब से खो गई थी, जब उनकी सरकार सत्ता में थी और संसद के अपने पहले 10 वर्षों में वे लगभग चुप या अनुपस्थित थे।

यह एक ऐसा व्यक्ति है, जिसे वास्तव में ऐसा लगता है कि राष्ट्र उसके पूर्वजों की वजह से उसके प्रति निष्ठा रखता है और वह हर चीज का हकदार है। 

अपने परिवार के नाम के चलते वे पार्टी में शीर्ष स्थान के हक़दार हो गए। अपने पूर्वजों द्वारा किए गए त्याग और बलिदानों के कारण वे सत्ता के माया जाल और उससे जुड़ी अतिरिक्त सुविधाओं से घिरने के हक़दार बन गए। इसी वजह से वे कुछ भी कहने के हक़दार हो गए क्योंकि वे जानते हैं कि वरिष्ठ नेताओं की बड़ी टुकड़ी उनके बचाव में कूद जाएगी। इतना ही नहीं, बिना किसी जवाबदेही के देश का नेतृत्व करने की महत्त्वाकांक्षा रखने के भी हक़दार बन बैठे।

श्री गाँधी का विश्वास निश्चित रूप से इस दर्शन पर हैं कि वे यदि कोई आरोप लगाकर लंबे समय तक रोना-गाना करते हैं, कीचड़ उछालते हैं तो थोड़ा-बहुत कीचड़ तो ज़रूर चिपकेगा। उनका मानना है कि उनके अपने परिवार और पार्टी की ख़राब आर्थिक ख़्याति के चलते जहाँ उनका हर कदम कीचड़ में धँसा है, प्रधानमंत्री मोदी भी ऐसे बेतुके आरोपों से कलंकित हो सकते हैं। वे पहचानते हैं कि उनके और उनके परिवार को मुक्ति केवल तभी मिल सकती है, जब वे किसी भी तरह मतदाताओं को यह मनवा देते हैं कि मोदी और सत्तारूढ़ दल भी "भ्रष्ट" है!

अपने मन के गहरे भीतर वे भी जानते हैं कि ऐसा कुछ नहीं होगा, क्योंकि इस सरकार पर भ्रष्टाचार का कोई दाग नहीं है।

अत: उन्होंने झूठ की पूरी गठरी तैयार करने का फैसला किया है। यदि बार-बार और दृढ़तापूर्वक कहा जाए, तो झूठ और असत्य निश्चित ही श्रोताओं के मन में सीमित अवधि के लिए संदेह के बीज बो सकते हैं।

आइए हम उनके कुछ और हालिया झूठों और उसके बाद उनके अपने ही झूठ से पलट जाने की जाँच करें।

1. राफेल: राफेल विमान खरीद पर राहुल गाँधी के तर्क उदात्त से हास्यास्पद की ओर बढ़ रहे हैं। उन्हें अगस्ता वेस्टलैंड एक्सपोज़र पर किसी पलटवार की आवश्यकता है जो कि जल्द ही सामने आ सकता है और बोफोर्स मामला भी अब तक मतदाताओं के दिमाग में गहरे पैठा है। नकी उकताहट भरी टिप्पणियों को शेष वरिष्ठ काँग्रेस नेता पूरी वफ़ादारी से तोता पढंत की तरह दुहरा रहे हैं, क्योंकि एक बार उनके "राजकुमार" ने बात कह दी, तो उनके पास उसके अनुपालन और बचाव के अलावा अन्य कोई विकल्प बचता नहीं है। उनके पास अपने आरोपों को स्थापित करने के लिए कुछ भी ठोस नहीं है।

2. घोर पूंजीवाद (क्रोनी कैपिटलिज्म): श्री गाँधी और उनका परिवार वर्षों से कई कॉरपोरेट घरानों का लाभार्थी रहा है। अपने स्वयं के मुद्दों को छिपाने के लिए, उन्होंने प्रधान मंत्री पर घोर पूंजीवाद का इलज़ाम लगाने का मार्ग चुना है। जबकि श्री अनिल अंबानी की कंपनी की हाल ही में दिवालिएपन के लिए दायरा वाली जानकारी को श्री गाँधी ने अपनी सुविधा से नजरअंदाज कर दिया है, क्योंकि यह उनके कथन उनके खिलाफ़ है।            

3. श्री पर्रिकर: वे खुद गोवा के मुख्यमंत्री के स्वास्थ्य की जानकारी लेने व्यक्तिगत दौरे पर गए थे और फिर बाद में एक चुनावी रैली में श्री पर्रिकर को गलत ठहरा दिया। जब श्री पर्रिकर ने उनके झूठ पर सवाल किया, तो उन्होंने बिना किसी मलाल के श्री मोदी पर दोष मढ़ देने की कोशिश की।

4. ईवीएम: जब उनकी पार्टी चुनाव हार जाती है, तब राहुल गाँधी इलेक्ट्रॉनिक वोटिंग मशीनों को दोष देते हैं और जब उनकी पार्टी चुनाव जीतती है तो वे चुप रहने का मार्ग अपनाते हैं। उनके लिए, ईवीएम और चुनाव आयोग केवल सुविधा की बात है – जिसे अपनी सुविधा से, जब उनके और उनकी पार्टी के खिलाफ़ काम हो तो गाली दे देना और तब नज़रअंदाज़ कर देना जब उनके पक्ष में काम हो रहा हो!

5. ऋण माफी: राहुल गाँधी ने राजस्थान और मध्य प्रदेश में चुनाव अभियानों में ऋण माफी की घोषणा की। नई सरकारों को श्रेय मिल सकें इसलिए तुरंत ऋण माफ भी कर दिए गए थे। हालाँकि, वादे का मज़ाक उड़ाते हुए गरीब किसानों के आम तौर पर 1,000 रुपए से कम के ऋण माफ किए गए थे। जो वादे किए गएँ उन पर फिर से विचार करने की जहमत किसी ने नहीं उठाई। ये चुनाव खत्म बीत गए और 5 साल बाद नए वादे करने होंगे।

6. नॉन-परफॉर्मिंग एसेट्स: राहुल गाँधी गैर-निष्पादित परिसंपत्तियों (नॉन-परफॉर्मिंग एसेट्स) के लिए प्रधानमंत्री को दोषी ठहराते रहे हैं, बिना यह समझे कि वे बकाया होने पर ऋण ही गैर-निष्पादित हो जाते हैं। ऋण आम तौर पर 5 साल के लिए दिए जाते हैं और उसके बाद चुकौती होती है। एक बार जब ऋण देय होता है और यदि पुनर्भुगतान शुरू नहीं होता है, तो ऋण को गैर-निष्पादित श्रेणी में वर्गीकृत कर दिया जाता है। इस तरह वे अनर्जक परिसंपत्ति (एनपीए) जो एनडीए के कार्यकाल के दौरान दिख रही हैं वे यूपीए के कार्यकाल के दौरान दिए गए ऋण थे।

7. रोजगार निर्माण: उनका कोरा दावा है कि उन्होंने अगले 5 वर्षों में 70 मिलियन नौकरियों के निर्माण की योजना विकसित की है। लेकिन इसे कैसे हासिल किया जाएगा और इन नौकरियों का निर्माण किस क्षेत्र में होगा, इस बारे में कोई योजना नहीं बताई है। हालांकि, वे जो भी कहते हैं, उस पर उनसे किसी जवाबदेही की माँग नहीं की जाती है। यह तथ्य भी देखा जाना चाहिए कि यूपीए के 10 साल के कार्यकाल में 17 मिलियन से भी कम नौकरियाँ ईज़ाद हुई थीं।

8. शारदा घोटाला: राहुल गाँधी को गंभीरता से चिंतन कर इस मामले में अपना और अपनी पार्टी का पक्ष रखने की ज़रूरत है। वर्ष 2014 के नुकसान के बारे में बात करने से लेकर घोटाले पर कार्रवाई न करने के लिए ममता बनर्जी को फटकारने से लेकर अब पूरा समर्थन देने तक वास्तव में कोई नहीं जानता कि उनका पक्ष क्या होगा और उनका अगला यू-टर्न क्या होगा। ज़ाहिर है, उनकी स्थिति इस बात पर निर्धारित होती है कि उनका क्या मानना उन्हें कहाँ और कब कुछ सुर्खियाँ दिला सकता है। अतीत की गाथा उनके कृपापात्रों द्वारा गाई जाती रहेगी और उन्हें हर हाल में संरक्षित किया जाएगा।

9. अन्य विपक्षी दलों से संबंध: यह देखना दिलचस्प है कि राहुल गाँधी कितनी आसानी से अपनी भूमिका बदल लेते हैं। किसी अन्य विपक्षी पार्टी के नेता को कोसने और गाली देने से लेकर निर्विवाद रूप से समर्थन देने तक उनकी भूमिका बिना किसी स्पष्टीकरण के निर्बाध होती है। यह देखना दिलचस्प होगा कि क्या कोई ऐसा नेता है, जिसके साथ उन्होंने दुर्व्यवहार नहीं किया है और बाद में उसी के साथ साझेदारी करने की माँग न की हो। क्या किसी भी विपक्षी दल का कोई भी नेता वे जो कुछ भी कहते हैं उस पर विश्वास करता है, या यह चुनाव खत्म होने तक चुप रहने की सुविधा और समझदारी की बात है?

बचाव का सबसे अच्छा तरीका अपराध है।

जब कुछ और काम नहीं करता है और झूठ भी कारगर नहीं होता दिखता है, तो राहुल गाँधी बहुत आसानी से इसका-उसका नाम लेने लगते हैं। पिछले सालभर में उन्होंने  कई बार श्री मोदी को एकतरफा बहस की धमकी दी लेकिन लोकसभा में वे आश्चर्यजनक रूप से चुप रहते दिखे। उन्होंने अपनी पुस्तक में श्री मोदी के लिए जर्मन शब्द फ्यूहरर जिसका अर्थ है "लीडर" या "गाइड" से लेकर चोर से लेकर असुरक्षित तानाशाह तक हर संभव नकारात्मक विशेषण का इस्तेमाल किया है। दुर्भाग्यवश कोई भी उनकी कथा नहीं खरीद रहा और यह उन्हें और भी निराश कर रहा है।

तो क्या माननीय काँग्रेस अध्यक्ष पैदाइशी झूठे हैं जैसा कि स्मृति ईरानी कहती हैं या वे केवल भ्रम हैं?

शब्द "भ्रमजनक- डिल्यूजनल" लैटिन शब्द से बना है जिसका अर्थ है "धोखा देना।" इसलिए भ्रमपूर्ण सोच मतलब अपमानजनक बातों पर विश्वास करके खुद को धोखा देने जैसा है। भ्रम गलत विचार है। यह ऐसा विश्वास है जिसका कोई प्रमाण नहीं है। भ्रमित व्यक्ति विश्वास करता है और चाहता है कि कुछ ऐसा हो जाए, जो वास्तव में सत्य नहीं है। यह और अधिक मजबूत आशा में बदलता है कि कुछ ऐसा चमत्कारी घटित होगा जो उसकी मान्यताओं को सच कर देगा।

इस लेख के विषय के संदर्भ में यह विशेष रूप से परिचित लगता है?

जाहिर है, राहुल गांधी का एकमात्र उद्देश्य हर मुद्दे का राजनीतिकरण करना है, बजाय इसके तार्किक निष्कर्ष पर कोई मुद्दा देखना। उनसे अक्सर उन विभिन्न आरोपों के सबूत दिखाने के लिए कहा जाता है जो वे लगाते रहते हैं और राफेल पर उनकी अपनी स्वीकारोक्ति थी लेकिन वे अभी तक सबूत नहीं दिखा पाए हैं। उनका स्वयं का भ्रम उन्हें ऐसा दिखाता है कि यह साबित करने के लिए कि वे सही थे, प्रमाण स्वयं प्रकट होंगे। तब तक, वह अपनी "दागो और भागो" राजनीति अनायास ही जारी रखेंगे।

उन्हें यह विश्वास नहीं है कि वे आगामी चुनावों में शानदार जीत हासिल कर पाएँगे। मतदाताओं ने भी उन पर विश्वास करना बंद कर दिया है। यह कुछ ही समय की बात है और फिर यह भी होगा कि जब उनकी पार्टी के कार्यकर्ता भी उन पर विश्वास करना बंद कर देंगे। वह दिन दूर नहीं जब भीड़ में से कोई यह कहता दिखेगा कि "राजकुमार के पास कपड़े नहीं है!

श्री गाँधी कब तक "भेड़िया आया-भेड़िया आया" चिल्लाते रहेंगे?

जैसा कि राष्ट्रपति अब्राहम लिंकन ने प्रसिद्ध रूप से कहा था, "आप सभी लोगों को कुछ समय तक और कुछ लोगों को हर समय मूर्ख बना सकते हैं, लेकिन आप सभी लोगों को हर समय मूर्ख नहीं बना सकते हैं।"

Rahul Gandhi – Congenital Liar or Simply Delusional?

Rahul Gandhi, since being nominated the President of the Congress Party, seems to have suddenly found his voice after remaining virtually silent or absent in the first 10 years of Parliament when his Government was in power.

Here is an individual who genuinely believes that the nation owes him allegiance because of his ancestors and that he is entitled to everything.

Entitled to the top position in his party because of his family’s name. Entitled to all the trappings of power and the accompanying perquisites because of the sacrifices of his ancestors. Entitled to say anything he wants knowing that an army of senior leaders will jump to his defence. And of course, entitled to aspire to lead the country with no accountability.

Mr Gandhi seems to depend on the philosophy that if he shouts out an allegation, crying himself hoarse long enough, some of the dirt may stick. He assumes that because of the financially dirty reputation of his own family and party, whereby he and his family have had a sticky finger in virtually every pie, Prime Minister Modi can also be tarnished with such nonsensical allegations. He recognises that the only salvation for him and his family is to somehow convince the electorate that Mr Modi and the ruling party is “also corrupt”!

Deep inside he recognises that this will not happen, since there has been no case of corruption in this Government.

Therefore, he has decided to invent a pack of lies. If told repeatedly and convincingly, lies and untruths can certainly sow a seed of doubt in the mind of the listener for a limited period.

Let us examine some of his more recent lies and about turns.

1. Rafale: Rahul Gandhi’s arguments on the Rafale aircraft purchase are moving from the sublime to the ridiculous. He needs a counter to the Augusta Westland exposures that are likely to happen and the Bofors matter that has sunk into the minds of the electorate. His shrill comments are being loyally parroted by the senior Congress leaders because once their ”Prince” has spoken, they have no option but to comply and defend. They have nothing concrete to establish their allegations.

2. Crony Capitalism: Mr Gandhi and his family have been beneficiaries from several corporate houses over the years. In order to hide their own issues, he has chosen to make the charge of crony capitalism on the Prime Minister. The fact that Mr Anil Ambani’s company has recently filed for bankruptcy has been conveniently ignored by Mr Gandhi since this goes against his narrative.

3. Mr Parrikar: He made a personal visit to the Goa Chief Minister purportedly to enquire about his health and then promptly misquoted Mr Parrikar at an election rally. When his lie was questioned by Mr Parrikar, he tried to shift the blame to Mr Modi without any compunction.

4. EVM’s: Rahul Gandhi blames the Electronic Voting Machines when his party loses an election and maintains a studied silence when his party wins an election. For him, EVM’s and the Election Commission are simply a matter of convenience - to be abused when they are perceived to be working against him and his party and to be ignored when they work in his favour!

5. Loan Waivers: Rahul Gandhi announced loan waivers through the election campaigns in Rajasthan and Madhya Pradesh. To the credit of the new Governments, the loans were waived immediately. However, the poor farmers generally received loan waivers of less than Rs 1,000 making a mockery of the promises. No one has bothered to revisit the commitments made. These elections are over and new promises will need to be made after 5 years.

6. Non-Performing Assets: Rahul Gandhi has been busy blaming the Prime Minister for non-performing assets without understanding that loans become non-performing after they are due. Loans are normally given for say 5 years and after that repayment is due. Once the loan is due and if repayment is not commenced, loans are categorised non-performing. Therefore, NPA’s during the NDA tenure were loans given during the UPA tenure.

7. Job Creation: He has just claimed that he has developed a plan to create 70 million jobs in the next 5 years. No plans have been announced on how this will be achieved and which sectors these jobs will be created. However, no accountability is sought from him on anything he says. It is worth looking at the fact that less than 17 million jobs were created during the 10-year term of the UPA.

8. Saradha Scam: Rahul Gandhi needs to make up his mind on where he and his party stand on this matter. From talking about the losses in 2014 to castigating Mamata Banerjee for not taking action on the scam to now offering full support, no one really knows where he stands and what his next U-turn will be. Clearly, his position is based on what he believes may get him some headlines in the here and now. The past will be addressed by his minions and he will be protected at all costs.

9. Relations with other opposition parties: It is interesting to see how easily, Rahul Gandhi changes his position. From cursing and abusing another opposition party leader to extending unquestioned support happens seamlessly and without any explanation. It would be interesting to see if there is any leader who he has not abused and later sought to partner with. Does any opposition party leader believe anything he says or is it simply a matter of convenience and prudence to stay silent till the elections are over?

The best form of defence is offence.

When nothing else works and the lies do not seem to stick, Rahul Gandhi very easily, resorts to name calling. Over the past year he has threatened Mr Modi to unilateral debates but kept surprisingly quiet in the Lok Sabha. He has used every possible negative adjective in his book for Mr Modi from Fuehrer to Chor to Insecure Dictator. Unfortunately, no one is buying into his narrative and this is frustrating him even more.

So is the honourable Congress President a congenital liar as suggested by Smriti Irani or is he simply delusional?

The word “delusional” comes from a Latin word meaning "deceiving." So delusional thinking is like deceiving yourself by believing outrageous things. A delusion is a false idea. It is a belief that has no evidence. A delusional person believes and wants to be true something that is actually not true. More so in the strong hope that something miraculous will happen that will make his beliefs come true.

Sounds familiar specially in context of the subject matter of this article?

Clearly, Rahul Gandhi’s only objective is to politicise every issue rather than see even a single issue to its logical conclusion. He has often been asked to show proof of the various allegations he keeps making and by his own admission on Rafale, he does not yet have proof. His delusional self seems to believe that proof will appear on its own to establish that he was right. Till then, he will continue with his “shoot and scoot” politics unabashedly.

He does not seem to have the confidence that he will be able to pull off a spectacular victory in the coming elections. The electorate has stopped believing him. It is only a matter of time before his party workers stop believing in him as well. The day is not far when someone from the crowd will should out that the prince has no clothes!

How long will Mr Gandhi keep crying “wolf wolf”?

As President Abraham Lincoln had famously said, “You can fool all the people some of the time, and some of the people all the time, but you cannot fool all the people all the time.”

इंदिरा गाँधी – आज कितनी प्रासंगिक हैं?

अंतत: काँग्रेस पार्टी द्वारा प्रियंका वढेरा (वाड्रा) को औपचारिक रूप से पूर्वी उत्तर प्रदेश के केवल महासचिव के रूप में नियुक्त कर ही दिया। जैसे ही वे इस दौड़ में शामिल हुईं, वैसे ही विपक्षियों की टिप्पणियाँ आना भी शुरू हो गईं!

ज़ाहिरन काँग्रेसी कार्यकर्ता गले-गले तक पानी में डूबे हुए हैं और ऐसे में अब वे प्रियंका वढेरा और इंदिरा गाँधी के बीच कुछ समानताएँ खोज रहे हैं। श्रीमती वढेरा (वाड्रा) इस उम्मीद से लखनऊ काँग्रेस कार्यालय के उसी कमरे में रहेंगी, जहाँ उनकी प्रसिद्ध दादी श्रीमती गाँधी रहती थीं, कि अतीत की उपलब्धियाँ किसी दर्पण की तरह भावी आशाओं की प्रेरक बन सकें।

आइए हम यह जानने की कोशिश करते हैं कि क्या श्रीमती गाँधी आज के संदर्भ में भी उतनी ही प्रासंगिक हैं, विशेष रूप से युवा भारतीयों और करोड़ों भारतीयों के लिए याकि यह भी कह सकते हैं कि भारतीयों की उस पुरानी पीढ़ी के लिए जो उनके शासन काल को जी चुकी हैं।

मुझे वह दौर बहुत स्पष्ट रूप से याद है, जब इंदिरा गाँधी प्रधानमंत्री थीं।

वर्ष 1971 में, जब उन्होंने बांग्लादेश के गठन में मदद की थीं और पाकिस्तान से दो अलग राष्ट्रों का निर्माण किया था, उस वाकये को मैं बहुत गर्व के साथ याद करता हूँ, मुख्यतः इसलिए चूँकि मेरे पिता सेना में थे और मुझे हजारों पाकिस्तानी कैदियों को प्रयागराज, पूर्व के इलाहाबाद में युद्ध शिविरों में देखने का अवसर मिला था। हम वर्ष 1971 की लड़ाई के दौर से गुज़रे थे, तब रात होने पर सारी लाइटें बंद कर दी जाती थीं और हवाई हमले के सायरन की आवाज़ हुआ करती थी। काँटेदार तार की बाड़ के उस पार रेतीले रंग की वर्दी में हजारों पाकिस्तानी सैनिकों को देखना हमारे सैनिकों और हमारे देश के लिए गर्व का स्रोत था।

वर्ष 1974 से वर्ष 1977 की अवधि के दौरान जब मैं दिल्ली विश्वविद्यालय में था, मैंने 21 महीने के आपातकाल के दौरान उनका दूसरा पक्ष देखा।

मुझे बहुत अच्छे तरीके से याद है कि हम दिल्ली विश्वविद्यालय की विशेष बसों में बैठने में कितना डरा करते थे, कोई एक शब्द भी नहीं बोलता था, दोस्तों से बातें नहीं होती थीं, लगता अगर कोई हमारी बात सुन रहा हो तो वह अधिकारियों को जाकर बता देगा। उन बसों का वह भयानक सन्नाटा आज भी मेरे कानों में घूमता रहता है।

विपक्षी नेताओं और कॉलेज के युवा छात्रों की कहानियाँ फुसफुसाहट भरी टिप्पणियों में सब ओर फैल रही थीं कि कैसे रात को उन्हें उनके घरों से उठा लिया जाता और जेल में डाला जा रहा थआ। शक्तिशाली युवाओं की पुरुष नसबंदी की आशंका भयावह परिदृश्य था जिसे लेकर हम सभी चिंतिंत रहा करते थे। आपातकाल के दौरान प्रेस पर लगा सेंसर केवल प्रधान मंत्री और उनके बेटे संजय गाँधी की अविश्वसनीय उपलब्धियों को सामने ला रहा था। युवा छात्र होने के नाते केवल दृश्यमान सकारात्मकता यह थी कि कोई पावर ब्लैकआउट नहीं था और बसें समय पर चल रही थीं!

युवा छात्रों के रूप में, हम ऐसे भारत के लिए तरस रहे थे, जहाँ हम फिर एक बार बोल पाने के लिए स्वतंत्र होंगे।

यह वह इंदिरा गाँधी है जो मुझे याद है।

मुझे नहीं पता कि वे आज कितनी प्रासंगिक है या आज उनकी तानाशाही पद्धति कितनी प्रासंगिक है। यह भी पता करना होगा कि क्या आज के युवाओं को इंदिरा गाँधी याद हैं या क्या आज का युवा उन्हें समझ सकता है? क्या किसी को उनके द्वारा की गई सारी ज्यादतियाँ याद हैं? क्या उनकी उपलब्धियाँ और ज्यादतियाँ उस राष्ट्र के लिए प्रासंगिक हैं, जो आगे बढ़ गया है और जिसने अतीत को देखते रहना बंद कर दिया है?

“गरीबी हटाओ” का उनका प्रसिद्ध चुनावी नारा केवल एक नारा बनकर रह गया क्योंकि उस भावना को लागू करने के लिए कभी कोई कदम उठाया ही नहीं गया और गरीबी आज भी जस की तस है। राहुल गाँधी अपनी न्यूनतम आय गारंटी के साथ उस नारे की ओर मुड़े हैं, बिना इसका विचार किए कि यह कैसे लागू होगा या इसकी लागत क्या आएगी (जानकारों का अनुमान है कि इससे सकल घरेलू उत्पाद का 5% सालाना खर्च हो सकता है)। वे जानते हैं कि वादे करना बहुत आसान है और बाद में या तो वे अपनी सुविधानुसार उसकी व्याख्या कर सकते हैं या उससे इनकार कर देते हैं।

पिछले 50 वर्षों में दुनिया काफी बदल गई है। उस द्विध्रुवीय दुनिया से जिसमें हमें संयुक्त राज्य अमेरिका (यूएसए) या संयुक्त राष्ट्र संघ- सोवियत संघ समाजवादी गणराज्य (यूएसएसआर) की दो विचारधाराओं के बीच चयन करना था या कागज पर गुटनिरपेक्ष या तटस्थ बने रहना था और दो गटों में से किसी एक की ओर झुकना था, हम बहुत आगे निकल आए हैं। सोवियत संघ का विघटन कई स्वतंत्र राष्ट्रों में हो गया है और ट्रम्प तले संयुक्त राज्य अमेरिका (यूएसए) की सारी ताकत उसकी अपनी सीमाओं में सिमट गई है। राष्ट्रवादियों को सत्ता के लिए वोट दिया जा रहा है और हर नेता से अपेक्षा की जा रही है कि वे अपने राष्ट्र के लिए ख़ास जगह बनाएँ, न कि किसी गट की ओर झुकें। लोग थक गए हैं और नेताओं द्वारा किए गए वादों से तंग आ चुके हैं और वे एक बदलाव चाहते हैं।

इंदिरा गाँधी के बाद भारत में बहुत नाटकीय बदलाव आए हैं। अब देश बहुत अधिक समृद्ध हैं और युवाओं के सामने रोजगार के अधिक अवसर हैं। करोड़ों भारतीय अब खुद को दुनिया के नागरिक के रूप में समझते हैं, न कि किसी समाजवादी देश के नागरिक के रूप में, जो सोवियत संघ से करीब से जुड़ा हो और जिसे जीवन में आगे बढ़ने के लिए हमेशा सरकार का मुँह तकते रहना हो।

काँग्रेस पार्टी भी पिछले 50 वर्षों में बदल गई है। वह पूर्व में जो थी, अब उसकी केवल एक कमजोर छाया भर रह गई है। पार्टी ने अपने सारे बल स्थान नष्ट कर दिए हैं और केवल गठबंधन सहयोगियों पर भरोसा करना सीख लिया है। नेतृत्व कमजोर और उदासीन हो गया है और ऐसे हालात में जब पार्टी कार्यकर्ताओं के बीच श्रद्धा -आदर नहीं रहा है, उनके मन में अतीत के नेताओं के प्रति निष्ठा भाव जागृत कराना और भी आवश्यक हो जाता है, हालाँकि ऐसा होना काफ़ी संदिग्ध है क्योंकि यह समझना मुश्किल है कि क्या उनमें इतने कद्दावर नेताओं को समझने या उनकी पहचान करने की कुवत्त है? जवाहरलाल नेहरू और इंदिरा गाँधी के अलावा काँग्रेस पार्टी के पास वास्तव में ऐसा कोई प्रतिष्ठित नेता नहीं बचता जिसे वे आदर्श मान सकें। राजीव गाँधी को उनकी माँ की हत्या के बाद गहरी सहानुभूति से उपजा जनादेश मिला था, लेकिन वे उस अति महत्वपूर्ण जनादेश का उपयोग करने में सक्षम नहीं थे।

नुमायान वारिस राहुल गाँधी अपनी पहली दो संसदीय पारियों को बर्बाद कर चुके हैं जब उनकी ख़ुद की सरकार सत्ता में थी और तब उन्होंने वस्तुतः कुछ अध्यादेशों को फाड़ने के अलावा और कुछ भी महत्वपूर्ण नहीं किया, जिसके लिए उनकी अपनी ही सरकार को बड़ी शर्मिंदगी झेलनी पड़ी थी। वर्तमान लोकसभा में भी उन्होंने काँग्रेस अध्यक्ष के तौर पर अपने औपचारिक अभिषेक हो जाने तक कुछ नहीं किया।

इसका भी परीक्षण होना चाहिए कि राहुल गाँधी ने अपने संसदीय क्षेत्र अमेठी या अपनी माँ के रायबरेली संसदीय क्षेत्र के लिए क्या किया है। उनके पास दिखाने के लिए ऐसा कुछ नहीं है, जो उन्होंने लोगों के लिए हासिल कमाया हो। इसकी बहुत संभावना है कि आने वाले चुनावों में काँग्रेस दोनों सीटों पर हार जाए।

एक मतरबा जब राहुल गाँधी मजबूती से मैदान में उतरे थे, तब भी उनके पास कोई ख़ास तय कार्यसूची (एजेंडा) या खेल की योजना (गेम प्लान) नहीं थी और उन्होंने हर संभव मौके पर प्रधानमंत्री को गाली देना शुरू कर दिया था। वे जानते थे कि वे बेसिर-पैर की बक़वास कर रहे हैं, पर उन्होंने खुद की ही स्वीकारोक्ति से राफेल विवाद को बिना किसी सबूत के ठूँस दिया। उनके पास कोई नया विचार नहीं है और संभवत: उन्हें लगता है कि उनकी बहन श्रीमती वढेरा (वाड्रा) खेल परिवर्तक (गेम चेंजर) होंगी,जो खेल की दिशा बदल देंगी और जिस कठिन परिस्थिति में वे आज हैं, उसमें से उन्हें निकाल सकेंगी।

चुनावों के ठीक पहले के इन कुछ महीनों में प्रियंका गाँधी वास्तव में क्या कर सकती हैं? वे उस रिले दौड़ की अंतिम धावक हैं जिसके पहले तीन धावकों ने उन्हें पिछलगा कर दिया है और अब उनसे अंतिम रेखा के समीप पहुँचे दूर के धावक को हराने के लिए गति को अविश्वसनीय तरीके से बढ़ाने की उम्मीद की जा रही है!  बैटन (छड़ी) उन्हें सौंप दी गई है।

क्या दादी इंदिरा गाँधी, राहुल गाँधी और प्रियंका वढेरा (वाड्रा) को यह चुनाव जीतने में मदद कर सकती हैं? क्या उनका नाम और तस्वीरें मतदाताओं को काँग्रेस पार्टी के पक्ष में अपना कीमती वोट डालने के लिए प्रेरित करेंगी? क्या उनका नाम राहुल गाँधी को काँग्रेस पार्टी के नेता के रूप में विश्वसनीयता का आभास दिलाने में मदद करेगा?
